Jeonnam-do, taking steps to eliminate blind spots for foreign seasonal workers

The province has announced a plan to prevent human rights abuses of foreign seasonal workers, who are being introduced to alleviate labor shortages in rural areas.

The foreign seasonal worker system allows foreign labor to be legally introduced from overseas and utilized by signing an employment contract with farmers and foreigners during the farming season for 3 to 8 months. There are 2948 people (1583 in agriculture and 1365 in fisheries) in the Jeonnam region.

To prevent their human rights abuses, Jeollanam-do held an emergency countermeasure meeting with the heads of departments in charge of cities and counties on the 12th, urging them to conduct a fact-finding survey and to comply with the human rights protection requirements of employers and cities and counties.


The fact-finding survey will focus on whether employers are providing suitable accommodation for foreigners, paying wages, and prohibiting the retention of passports and bankbooks, as well as whether there are any human rights abuses such as verbal abuse and assault, by the 17th. If any violations are found, measures will be taken according to related regulations.

Also, a dedicated team(TFteam) will be formed to strengthen the cooperation system between related departments and to regularly conduct fact-finding surveys on compliance with foreign human rights abuses, and to continuously manage so that human rights blind spots do not occur.

For the stable living environment of seasonal workers, four dormitories for agricultural workers currently under construction will be completed as soon as possible, and a clean and stable living environment will be continuously expanded through government contests and provincial self-projects. The four dormitories under construction are in Haenam (92ppl), Damyang (35ppl), Yeongam (46ppl), and Muan (48ppl).

Local governments and the National Agricultural Cooperative Federation will cooperate to directly employ foreigners and support manpower to farms on a ¡®one-day¡¯ basis, reducing the burden of securing manpower for farmers. The public seasonal labor system will be expanded from 2 places to 10 places.

In order to block the exploitation of wages of foreign seasonal workers by brokers at the source, the introduction of inviting relatives within the fourth degree of marriage immigrants will be expanded, and the government will continue to suggest the designation of a dedicated agency for personnel selection.

In the past, there were many difficulties in checking human rights abuses and resolving complaints due to language communication problems in cities and counties, but from the second half of the year, support such as language communication assistants (interpreters) will be implemented to communicate more actively with foreigners on site and perform tasks.

Human rights management education for city and county business managers and employers will be strengthened to increase sensitivity to human rights for seasonal workers.

Jeonnam-do has suggested to the central government to develop a manpower management program that systematically manages workers from entry to farm assignment and departure, and to improve the system.

Jeong Kwang-hyun, head of the Jeollanam-do Agricultural, Fisheries and Food Department, said, ¡°Human rights damage is a serious issue that should not occur even once, and we will continue to discover and reinforce measures to prevent damage with cities and counties, and thoroughly block the possibility of human rights abuses.¡± He also said, ¡°We will concentrate administrative power so that local farmers do not have difficulty in farming due to lack of manpower.¡±

In 2023, 5879 seasonal workers (3482 in agriculture and 2397 in fisheries) entered Jeonnam. In the first half of this year, 8596 people (5818 in agriculture and 2778 in fisheries) were assigned from the Ministry of Justice.
